Renewables Portfolio Standard (RPS)

How a National Renewables Portfolio Standard Would Affect Utilities
A position paper by AWEA describing the status, cost, status, impacts and benefits of the RPS. Updated June 30, 1999.

Mechanics of the RPS: Federal & State
Two short papers describe in some detail how an RPS would actually be implemented at the federal level and at the state level. They include cost containment mechanisms and enforcement provisions.

Electric Price Impact of an RPS in Iowa
This Windpower 2000 presentation by Thomas Wind, P.E. provides the results of a comprehensive study that considered projected electric power needs, current costs of wind energy, the wind potential of the state, and DOE cost projections for natural gas. The study concludes that the price impact of an RPS in Iowa would be dwarfed by other factors.

Response to NGSA Attack

The Natural Gas Supply Association (NGSA) has attacked the Renewables Portfolio Standard (RPS) on grounds that it will be too costly to consumers. However, the NGSA analysis is riddled with errors and misleading statements. This response from AWEA provides a detailed examination of the problems with NGSA's assertions.
